Moving an agile supplier from time and materials to output-based contracting takes more than a good contract. Call for Dialogue (Marktverkenning). A non-binding market consultation to test supplier appetite, sizing method and realistic price levels before you commit to a tender.
Request for Information (RFI). A structured questionnaire, so supplier capabilities and indicative prices per function point can be compared side by side.
Request for Proposal (RFP). The formal tender, covering scope, the NPR 5333 payment model, mandatory requirements, award criteria and weighting, and a pricing form.

Functional size is measured with Nesma Easy Functional Sizing (EFS, ISO/IEC 25986:2026), so counting stays fast and defensible.

Guidance boxes explain each choice and are removed before you issue a document.
